This pretty much confirms, it. Bush and Co. condone torture:

White House seeks CIA exemption on detainees

WASHINGTON (Reuters) - A White House bid to exempt the
CIA from legislation in Congress that would formally ban degrading and inhumane treatment of detainees in U.S. custody ran into a forceful rejection on Tuesday from the bill's main sponsor, Sen. John McCain (news, bio, voting record).

The exemption proposal, from an administration on the defensive over prisoner abuse in
Iraq,Afghanistan and elsewhere, would exempt non-Defense Department counterterrorism operations deemed vital to U.S. national security by President George W. Bush, officials said.

Now, even funnier is that Spanky McClellan has to try and spin it this morning at the daily briefing:

"Our policy is to adhere to our laws and our treaty obligations. The president has made it clear that he does not condone torture nor would he ever authorize the use of torture"

Then it sort of sounds like a no-brainer to adhere to the McCain bill, then, doesn't it??
Or are they playing a semantics game: "does not condone" "would never authorize".
That still leaves it open, doesn't it?

This is a stain on our country. A disgusting chapter that will be remembered for a LONG time.
